गेला ! तु का ? वैकुंठाला
तुकाराम महाराज व्यवस्थे विरुद्ध बोलत होते, समाजातील जातीव्यवस्था भोंदूगिरी आणि रूढीरीती यांच्या विरुद्ध आक्रोश करत होते म्हणून प्रस्थापितांनी त्यांना नाकारले.तुकाराम ओंबळे दहशतवादा विरुद्ध लढले आणि शहीद झाले .अजून चार वर्षांनी तुकाराम ओंबळे लक्षात राहतील की नाही हे सांगता येणार नाही. आणि आता तुकाराम मुंढे !!!!!
गैरव्यवस्था,भ्रष्टाचार, प्रशासकीय अनागोंदी याच्या विरोधात ऊभे राहून स्वच्छ प्रशासन देण्यासाठी ते झटत आहेत तर त्या विरोधात काही स्वच्छ कपड्यातील बगळे गळा काढत आहेत. त्यांच्या अकरा वर्षांत बारा वेळा बदल्या झाल्या त्याचे कारण त्यांचा स्वच्छ व पारदर्शक कारभार लोक प्रतीनिधीना नकोसा झाला आहे.ज्या लोकांना प्रशासकीय दिरंगाई, टक्केवारी, यामुळेच फायदा होतो त्यांचे हितसंबंध धोक्यात आल्याने त्यांनी “तु का आलासे नवशिका ?”असा सवाल मुंढेना विचारून नको जीव केले आहे.
एवढा अपमान सहन करूनही मुंढे शांत आहेत. नवी मुंबईतील अनधिकृत बांधकामे तोडली म्हणून मंदा म्हात्रेनी त्यांच्या विरोधात आघाडी ऊघडली होती आणि म्हात्रे यांना दुखाऊन चालणार नाही हे साहेबांच्या लक्षात आले आणि त्यांची नाशिकला बदली झाली .आता भाजपच्या नगरसेवक आणि आमदारांनी त्यांना कर कमी करा म्हणून महानगरपालिकेत कंठशोष केला , टाहो फोडला. पण मुंढे झुकले नाही कारण महानगरपालिकेच्या आर्थिक स्थितीची त्यांना माहिती होती.
विकास, सुधारणा हव्या असतील तर खर्चात बचत तसेच कर वाढवण्याशिवाय पर्याय नाही.करसंकलन झाले तरच सुधारणा करण्यासाठी नियोजन करणे शक्य होत, हे फक्त प्रशासनच समजू शकते पण सर्वसामान्य माणसाला हे गणित ऊलगडणे कठिणच याचेच पर्यावसान प्रथम नाराजी आणि नंतर मुंढेच्या सभेत वेळोवेळी अडवणुकित झाले . आज ज्यांना त्यांच्या निर्णयामुळे तोटा होणार होता त्यांनी आंनद साजरा केला तरी त्याचा फटका सर्वसामान्य माणसाला कालांतराने होणार आहे.
मोठ्या महानगरपालिका सांभळण्यासाठी , त्याचे नियोजन करण्यासाठी तारेवरची कसरत करावी लागते. सुधारणा, सुविधा उपलब्ध करून देता देता आर्थिक नियोजन कोसळते. आर्थिक घडी बसविण्यासाठी काही कटू निर्णय घ्यावे लागतात . चुकिच्या पध्दतीने केलेली करवसुली, दिलेली मंजूरी यावर अंकुश लावावा लागतो.प्रशासन आणि कायदा यांनी गरीब, श्रीमंत असा भेदभाव करून चालत नाही. विविध प्रशासकीय बाबिंचे प्रशिक्षण घेतलेल्या मुंढे यांना, त्यांनी प्रशासन कसे पहावे हे नगरसेवक व काही आमदार सूचवू लागले तेव्हाच संघर्ष अटळ आहे हे मुंढे महाशयांनी ओळखले. प्रथम शासनाने मुंढेच्या कारभारात हस्तक्षेप केला नाही मात्र आमदार गटाचा दबाव वाढला तसा येणारी निवडणूक लक्षात घेऊन फडणवीस यांनी त्यांना मंत्रालयात अडगळीत आणून ठेवले.
फडणवीस यांना युतीचे सरकार चालवतांना जे विविध अप्रिय निर्णय घ्यावे लागले त्यात एका चुक जमा झाली. विविध माध्यामांनी तुकाराम मुंढे यांच्या मुलाखती घेतल्या. या मुलाखती दरम्यान मुंढे यांनी सांगितले मी आय.ए.एस झालो ते पँशन म्हणून, अन्यथा मी एम.पी.एस.सी.यशस्वी झालोच होतो.
समाजात काही तरी नवीन बदल घडवून आणणे गरजेचे आहे अस मला वाटल ,आय.ए.एस. या प्रवेश व्दारावाटे महसूल, नागरी सुविधा, निवडणूक प्रक्रिया , सुरक्षा यंत्रणा अशा विविधांगी क्षेत्रात काम करण्याची संधी प्राप्त होणार होती. या क्षेत्रातील आव्हान समजून घेण्यासाठी मी ऊत्सुक होतो म्हणून मी ही संधी स्विकारली. समाजाची सेवा बजावतांना संकट येणारच, कधी कधी मी घेतलेले निर्णय समाजाला त्या क्षणी अन्यायकारक वाटतीलही परंतू कालांतराने मी समाजाच्या हितासाठीच कठोर वागलो हे सत्य समोर येईलच.
ज्या समाजाने संत तुकारामाचा प्रचंड छळ केला तेच आता त्यांचा ऊदोऊदो करतात , तो तुकाराम कळायला शेकडो वर्षे जावी लागली मग हा तुकाराम कळायला काही वर्षे जाणारच. मुंढे म्हणतात मी माझ्याशी प्रामाणिक आहे. शासनाने माझी कुठेही बदली केली तरी माझ्या कर्तव्यात मी कसुर करणार नाही. समाजासाठी आणि ऊत्तम प्रशासनासाठी कर्तव्य दक्ष राहेन , मी काम करतच राहणार. समजातील विक्रुत माणस तुकारामाचा बदली करून छळ करू शकतील पण त्याचे विचार संपवू शकणार नाहीत. सत्ताधारी कायम राहणार नाहीत पण प्रामाणिक प्रशासकाचे समाजातील स्थान कोणी पुसून टाकू शकणार नाही. मला नाशिकसाठी अजूनही कालावधी मिळाला असता तर नागरिकांना माझ्या बदलत्या प्रशासनाची फळ चाखायला मिळाली असती. बदली हा मला माझ्या कामासाठी मिळालेला पुरस्कार आहे. ही बदली मी सकारात्मक नजरेने पाहतो. मी शासनाचे आभार मानतो की त्यांनी स्वतः मला नवीन दालन ऊपलब्ध करून दिले.
समाज सूधारता सुधारता एक तुकाराम सदेह वैकुंठाला गेले. तुकाराम ओंबळेनी दहशतवादी प्रवऋतीशी लढता लढता देह ठेवला तरी तुकारामाला कुणी संपवू शकले नाही.तुकाराम मुंढे नाशिकच्या करदात्या नागरिकांना न्याय देण्यासाठी लढत होते पण समाज विघातक प्रवऋतीनी त्यांना छळले . त्यांच्यातील राम कधीच स्वस्थ बसणार नाही.सरकार राम मंदिर बांधण्यासाठी ऊताविळ झाले आहे. मात्र कर्तव्यदक्ष अधिक-याच्या पाठीशी खंबीरपणे राहील का हाच व्यवस्थेतील प्रश्न आहे. खरच रामाच मंदिर बांधायच असेल तर ज्याच्या कामात आणि आचरणात राम आहे त्याच मंदिर बांधा. त्याच्या निर्मळ विचारांच आणि ध्येयवादी मानसिकतेच स्वागत करण्यासाठी त्या तुकाराम मुंढे यांच चांगल्या पदावर आणि कामावर पुन्हा पुनर्वसन करा. जनतेला कळू द्या राजा बेगडी नाही जाणता आहे. जर दरबारी लोकांचे समाधान करण्यासाठी राजा चुकीचे निर्णय घेऊ लागला तर तुकारामाचा ज्या पाखंडी लोकांनी छळ केला त्यांच्या मानसिकतेमध्ये आणि आताच्या
सुशिक्षित , संयमी राजांमध्ये प्रजा फरक तरी कसा करेल.
सिंहासन राखण्यासाठी कोणतीही तडजोड करा हे नक्की आपल्या संस्कारांनी शिकवले नाही याची जाण ठेवा.असंगाशी संग केल्याने किर्ती लयाला जाते असं म्हणतात हे लक्षात घ्या आणि वाटेत खुपणारे काटे हे वाट सुधारण्यासाठी असतात हे धर्मांनी घरच्या.
तुकारामाची बदली कराल हो! पण त्यांच्या सात्वीक आणि सामाजीक बांधिलकीच्या विचारांना तुम्ही संपवू शकणार नाही. तेव्हा चांगल्या अधिका-यांना हिताचं काम करू देण्याची मोकळीक दिली नाही तर देवेंद्र मर्जीप्रमाणे वागल्याचा ठपका आला तर ऊत्तर कोण देणार.
