स्वच्छता दूत आणि आपण
संदर्भ नीट आठवत नाही परंतु कोणत्या तरी देशाचे राष्ट्राध्यक्ष दौऱ्यावर होते. ते एका रेल्वेस्टेशनवर थांबले, दूर अंतरावर एक बाई झाडत होत्या. कोणीतरी तिला म्हणाले, “बाई, आता नंतर झाडा, देशाचे अध्यक्ष या इथे येत आहेत. ती बाई त्या अधिकाऱ्यांनी सांगितले म्हणून जाण्यास निघाली इतक्यात ते अध्यक्ष तिथे आले आणि त्यांनी तिला मिठी मारली. त्यांची भेट झाली आणि ते निघाले.पाहणारे अचंबीत झाले. एवढ्या मोठ्या देशाचा अध्यक्ष आणि एका मामुली स्विपर बाईला बाहूपाशात घेतो. इतकी सहानुभूती का? एका अधिकाऱ्यांने त्यांना विचारले, “सर,आपण त्या यत्किंचित स्विपरला जवळ का घेतले, काय झाले? ते म्हणाले,”ती माझी आई आहे.ती हा परिसर स्वच्छ राहावा म्हणून मनापासून राबते आणि मी हे राष्ट्र मोठे व्हावे म्हणून काम करतो. दोघांचे काम, दोघांची देशावर असणारी निष्ठा आणि प्रेम सारखेच.” “कोणतेही काम गौण नसते.” हेच अध्यक्षांनी सुचवले.
वास्तवतः त्या ज्या माऊलीचा मुलगा राष्ट्राचा अध्यक्ष आहे तिला काय शक्य नव्हते? तिला नोकरीची गरजच नव्हती आणि नोकरी करायची म्हटली तर अन्य ठिकाणी राष्ट्राअध्यक्ष देऊ शकले असते. पण त्या मातेने ना तसे सुचवले ना मुलाने आपला मोठेपणा टिकावा म्हणून तिला ती सफाई कामाची नोकरी सोडायला लावली, ना तिने ती बजावत असलेली सेवा सोडली आणि मुलाला अधिकाराचे पद आहे म्हणून लाभ उठवला.
आज आपली स्वतःची नागरिक म्हणून काय जबाबदारी आहे? संपूर्ण देश स्वछ ठेवायचा तर सुरवात घरा पासून हवी हे निखळ सत्य, पण घर स्वछ ठेवायचे म्हणजे हा कचरा सोसायटीच्या आवारात, रस्त्यावर, किंवा उघड्या जागेत टाकायचा असे तर नक्की नसावे. पण आपण राहतो ती चाळ, ती इमारत,ती वसाहत या बाबत आपण खरंच जागरूक आहोत का? कोणी पहात नाही असे समजून किती वेळा केसाचा गुंता, चणे-शेंगदाण्याची साले, चॉकलेटचे वेष्टन बाहेर भिरकवतो की नाही! पान, गुटखा,मावा अशा खाल्लेल्या वस्तू लोक जिन्याच्या खाली थुंकतात की नाही?पान पराग किंवा अन्य मुखवास, चिटोज, पेपरमिंट याचे वेष्टन जिना चढताना किंवा उतरताना आपण तिथेच टाकतो की नाही?
ही सर्व कचरारुपी घाण सोसायटीच्या स्वछता कर्मचाऱ्यांनी स्वच्छ करावी असा आपला आग्रह असतो. कचरा स्वछ करावा असा आग्रह बाळगण्यात काही चूक नाहीच पण जाणता किंवा अजाणता जो कचरा आपणच फेकला, तो जर फेकला नसता तर त्या मित्राचे काम कमी झाले असते की नाही?
बऱ्याचदा इमारतीचे प्रवेशद्वार, जिने, इलेक्ट्रिक मीटर बॉक्स, पाण्याची पंपरूम, इमारतीची गच्ची ह्या जागा हे पान, गुटखा खाणाऱ्या महाभागानी पिंक टाकून रंगवून टाकलेले असतात. हे डाग सहजा सहजी धुतले जात नाहीत. इमारतीत येणारा दूधवाला, पेपरवाला किंवा इमारत निवासी, कोणीही असले कृत्य करून निघून जातो. ही घाण सफाई कर्मचाऱ्याला साफ करावी लागते म्हणून इमारतीत राहणाऱ्या नागरिकांनी आपली इमारत आणि आवर स्वच्छ राहील याची काळजी घेणे गरजेचे आहे. प्रसंगी इमारत अस्वच्छ करणाऱ्या व्यक्ती कडून ही घाण स्वच्छ करून घेतल्यास हीच चूक पुन्हा करण्याचे धाडस कुणी करणार नाही.
आपल्या चुकीच्या सवयीची शिक्षा त्याला भोगायला लावणे किती योग्य? लहान मुले आहेत त्यांच्या कडून खेळतांना कागद, चेंडू अथवा अन्य पदार्थ पडणे साहजिकच आहे. असा कचरा, वाहनाने आलेली धूळ या बाबत त्याची तक्रार असण्याचे काही कारण नसावे. पण जेव्हा तुम्ही गाडी स्वछ करायला घेतलेला कपडा तिथेच टाकता किंवा वंगण गाडीत टाकून झाल्यावर त्याचे प्लास्टिक आवरण किंवा डब्बा तिथेच टाकता तेव्हा तो परिसर अस्वच्छ व्हायला सुरुवात होते, तुम्ही टाकलेले पाहून दुसरा कुणी तुमचे अनुकरण करतो. वाईट सवयी वेगाने पसरतात त्या Contagenious आजरा प्रमाणे वेगाने Carry केल्या जातात.साहजिक तुमच्या निवासी जागेचं आवार अस्वच्छ करण्यात तुमचा मोठा हातभार लागतो पण त्याचा भार मात्र स्वछता कर्मचाऱ्यांवर पडतो. हे किती योग्य आहे?
गेले तीन चार वर्षे सरकार सेलिब्रिटी मार्फत स्वच्छतेची महती सांगत आहे. दर वर्षी स्वछता मोहीम राबवत आहेत. दर वर्षी स्वछता दिन साजरा होत आहे. प्रत्येक राज्यात, जिल्हयात, मोठ्या शहरात महानगरपालिकेत आणि अगदी ग्रामीण पातळीवर स्वच्छता मोहीम राबवली जाते. हजारो खराटे, dustbins खरेदी केले जातात त्याचे टेंडर घेऊन पुरवठादार श्रीमंत होतो. Quotation पास करणाऱ्या अधिकाऱ्याला चिरीमिरी मिळते. नागरिकांचा कर रूपाने गोळा केलेला पैसा खर्च होतो पण कचरा तिथेच राहतो. कारण आम्ही फक्त मोहीम राबवतो, पेपरात छापण्यासाठी दोन फोटो काढले गेले किंवा दोन मिनीटाचा व्हिडीओ शुट झाला की आम्ही हातातील खराटा, झाडू तिथच टाकून हात दोन तीन वेळा साबणाने धुतो. कार्यक्रम पार पडला, कचरा तिथेच राहिला. त्या कार्यक्रमातची फलनिष्पत्ती पहात नाही.
मुंबई शहराची लोकसंख्या जवळजवळ दीड कोटी असून तिचे व्यवस्थापन पाहण्यासाठी चौदा वॉर्डमध्ये विभाजन केले केले आहे. एवढ्या मोठ्या लोकसंख्येसाठी भाजी मंडई, शाळा,विविध आस्थापना कार्यालये, बस स्थानक, रेल्वे स्टेशन, सिनेमा गृहे याची योजना महापालिकेने केली आहे. साहजिक या ठिकाणच्या सार्वजनिक ठिकाणाहून किती प्रचंड प्रमाणात कचरा निर्माण होत असेल त्याचा अंदाज केला तर या कचऱ्याची विल्हेवाट लावण्यासाठी किती फौजफाटा कार्यरत असेल त्याची कल्पना केलेली बरी.
महानगरपालिकेत जेवढे कायमस्वरूपी स्वच्छता कर्मचारी आहेत जवळपास तेवढेच खाजगी contractor यांनी नेमलेले कर्मचारी आहेत. ज्या कर्मचाऱ्यांना महानगरपालिका नेमणक देते त्यांना वेतनासह काही सवलती पुरवल्या जातात मात्र खाजगी आस्थापनेवर काम करणाऱ्या स्वच्छता कर्मचाऱ्यांना ना पुरेसे वेतन ना सुरक्षेसाठी सुविधा, आरोग्य भत्ता ना निवासी सवलत तरिही बिचारे काम करत असतात. या कर्मचाऱ्याची जबाबदारी महानगरपालिका घेत नाही आणि खाजगी ठेकेदार त्याची मनमानी पिळवणूक करतो. तरीही ही महाकाय मुंबई तसेच इतर महानगरपालिका स्वच्छ ठेवण्यासाठी ते अहोरात्र प्रयत्न करत असतात. जिथे हा कचरा डंप केला जातो तर आपण दोन मिनिटे उभे राहू शकणार नाही अशा ठिकाणी त्यांचे संपूर्ण आयुष्य संपते.दुर्दैवाने या कर्मचाऱ्यांना या वातावरणात काही चुकीच्या सवयी लागतात आणि शरीर अजून पोखरले जाते. आपली कौटुंबिक जबाबदारी पूर्ण करण्यापूर्वीच तो ‘हे राम’ म्हणतो.
आपले मुंबई शहर,मुंबई उपनगर स्वच्छ ठेवण्यासाठी जे मनुष्यबळ कार्यरत आहे ते कसे जीवन जगते त्यांना जीवनासाठी लागणाऱ्या मूलभूत गोष्टी जसे निवारा,पाणी ,रस्ते,शिक्षण याची सोय आहे का? असा प्रश्न आपल्याला कधी पडलाय का? ह्या मंडळींनी जर चार-आठ दिवस काम बंद आंदोलन केले तर शहराची आणि पर्यायाने नागरिकांची काय अवस्था होईल ते दृष्य डोळ्यासमोर आणा. जागोजागी कचऱ्याचे उंचच उंच डोंगर, त्यावर कोट्यवधी माश्या घोगवत आहेत, दुर्गंधीने कळस गाठलाय आणि तुम्ही तिथून जाताय, नव्हे तिथून जाण्या शिवाय पर्याय नाही तुम्हाला. काय स्थिती होईल? आपण या संबंधी नाराजी व्यक्त कराल की नाही.
तुम्हाला अशा अस्वच्छ वातावरणात राहणं शक्य होईल? नाही ना, पण हे स्वच्छता सेवक रोज याच परिस्थितीशी झुंजतात याचे भान ठेवा आणि तेच जगणे आपल्या वाट्यास आले नाही या साठी तरी या कर्मचाऱ्यांपोटी कृतज्ञता व्यक्त करा. सफाई कर्मचारी त्यांचे काम इमाने इतबारे करतो म्हणून आपण शहरात निर्धोक जगतो या करिता त्यांना धन्यवाद द्या.त्यांचे श्रम कमी करता येतील या साठी शक्य ती मदत करा तर ती खरी देश सेवा होईल.
अनेक वर्तमानपत्रात सेलिब्रिटीचे फोटो चमकतात, “हातात खराटा, तोंडावर मास्क आणि समोर कुठून तरी जमा करून ठेवलेला कचरा.” फोटो काढतांना त्याच्या आजू बाजूस हौशे गौशें तत्पर उभे असतात. नंतर काय? हाच खरा प्रश्न आहे.हे फोटोसेशन झाले की बरेच फलक, होर्डिंग यांची भर कचऱ्यात पडते. इतके वर्ष स्वच्छता अभियान मोहीम राबवून त्यासाठी दूरदर्शन किंवा अन्य वाहिन्यांवर चर्चा सत्र भरवून,काहीच फरक का पडत नाही,याच मूळ आमच्या मानसिकतेत आहे. ही मानसिकता जोवर बदलत नाही, “माझा कचरा माझी जबाबदारी, माझे आणि कुटुंबातील व्यक्तींचे आरोग्य माझी जबाबदारी.” याचे भान जोवर मी बाळगत नाही तोवर स्वच्छतेवरील ताण आणि आरोग्य चांगले ठेवणे कठीणच.
माझं घर मी स्वच्छ ठेवेन पण आवार स्वच्छ ठेवण्यात माझा पुढाकार असेलच असे नाही. माझ्या वाईट सवयी मी बदलेन असे नाही. हे असच सुरू राहीलं तर वेग वेगळे रोग थैमान घालतील, निरनिराळ्या रोगाचे जंतू निर्माण होतील आणि त्यांच्यामुळे निर्माण झालेले रोग घेऊन पुढची पिढी जन्म घेईल हे टाळायचे असेल तर आपल्याला जमेल तशी जमेल तेथे स्वयंशिस्त, स्वच्छतेची सवय लावून घ्यावी लागेल तरच ह्या अस्वच्छतेशी आणि त्यामुळे होणाऱ्या डेंग्यू, मलेरिया,डायरिया, फ्लू सारख्या रोगाचे निर्मूलन करता येईल. म्हणून स्वच्छ परिसर,स्वच्छ शहर,स्वच्छ राष्ट्र यासाठी आरोग्य कर्मचारी वर्गाला मदत केली पाहिजे.
जो समाजातील एक घटक स्वच्छता ठेवण्यासाठी राबतो त्याला सहकार्य करण्याची गरज आम्हाला वाटत नाही,किमान आपल्या चुकीच्या कृतीचा त्रास कुणाला होऊ नये याची काळजी आम्ही घेत नाही. त्याला योग्य सन्मानजनक वागणूक आम्ही देत नाही. आम्हाला घमेंड असते आम्ही त्याच्या तोंडावर वेतन रुपी पैका फेकतो. त्याला विकत घेतले आहे अशा वृथा अहंकारात वागतो, पण तो ही माणूस आहे त्यालाही मन आहे भावना आहेत हे कधी समजून घेणार.
ओला ,सुका कचरा वेगळा ठेवा,वेगळा टाका असे स्वच्छता विभाग सांगतो. कचऱ्याची विल्हेवाट लावण्याच्या दृष्टीने तो वेगळा गोळा करणे फार महत्वाचे आहे. सुका कचरा योग्य वर्गीकरण केल्यास त्यातून पुनर्वापर करून वस्तू निर्मिती शक्य आहे, निसर्गाची हानी टाळणे शक्य आहे. ओल्या कचऱ्यातून खत निर्मिती शक्य आहे, वायू उत्पादन शक्य आहे पण हे कधी शक्य होईल तर नागरिकांनी ओला व सुका कचरा स्वतंत्र ठेऊन तसा तो स्वच्छता कर्मचाऱ्यांना दिला तर, पण अहो दुर्दैव़! कितीही सूचना दिल्या,अगदी सूचना फलकावर ठळक लिहिले तरी बरेच जण त्याकडे दुर्लक्ष करून आपले वर्तन तसेच सुरू ठेवतात.
एकटे मोदी, एकटा अमिताभ, एकटी कोणी व्यक्ती हा देश स्वच्छ ठेऊ शकत नाही. आपल्या सोसायटीत स्वच्छता करण्यासाठी येणाऱ्या कर्मचाऱ्याला आपण ओला आणि सुका कचरा वेगळा वेगळा दिला आणि तसाच तो महानगरपालिकेने नेला तर स्वच्छतेचे काम किती तरी सोप्पे होईल. गरज आहे ती स्वच्छतेची जाण जोपासण्याची आणि स्वतःच्या वाईट सवयी बदलण्याची. आपल्या सोसायटीत येणाऱ्या कर्मचाऱ्याला जर कचरा देताना तो एक हाडामांसाचा माणूस आहे त्यालाही मन आहे हे समजून आपले वर्तन ठेवले तर त्याचे काम करणे सुलभ होईल. शिळेपाके अन्न योग्य प्रकारे पेपरमध्ये गुंडाळून त्याला कचऱ्याच्या डब्यात टाकले तर त्यालाही त्या दुर्गंधीचा सामना करावा लागणार नाही. विशेषतः ओला आणि सुका कचरा वेगळा दिला तर तुम्ही दिलेल्या कचऱ्याची विल्हेवाट योग्य लागेल आणि हे कर्मचारी संसर्ग आजारापासून वाचतील.इतकेच नव्हे तर आपल्या चांगल्या सवयी, मुलांमध्ये उतरतील.
सफाई कर्मचारी हा ही या स्वतंत्र देशाचा नागरिक आहे त्याला आपल्या गुलामा प्रमाणे वागवू नका. तुम्हाला मान सन्मान हवा, तुमचा अपमान झाला तर तुम्हाला त्याची बोच छळते तर मग आपल्या चुकीच्या वर्तनाने हा सफाई कर्मचारी किती दुखावला जात असेल याची कल्पना करा. आपण दुर्गंधीच्या जवळ जाणे टाळतो,या कर्मचऱ्याना सतत याच दुर्गंधीशी लढा द्यावा लागतो. त्यांची माफक अपेक्षा आहे. त्यांचे काम त्यांना नीट व शांत मनाने करू द्या. त्यांना सन्मान नको पण माणूस म्हणून जगण्याचे स्वातंत्र द्या. तर ते तुमच्या निवासी जागेची,परिसराची आणि पर्यायाने देशाची योग्य सेवा करू शकतील.
ते स्वछता कर्मचारी नाहीत तर ” स्वच्छता दूत” आहेत, ईश्वराची लेकरं आहेत. ज्या ईश्वराने तुम्हालाही जन्म दिला. त्यांचा आणि तुमचा मायबाप तो विधाता आहे. त्याच्याकडे समानता आहे. तो श्रीमंत आणि गरीब असा भेदभाव करत नाही.
यापूढे स्वच्छता कर्मचाऱ्याशी आपले आचरणही चांगले ठेवू, त्याच्या समोर कचऱ्याचा डबा ठेवताना तो योग्य प्रकारे झाकला आहे, त्यातून कचरा मान वर काढून, डोकावून पहात तर नाही ना, याची काळजी घेऊ. सफाई कर्मचाऱ्यांशी माणूसकीने वागू, त्याच्या घरातील मंडळींची चौकशी करु, कधीतरी त्याचे तोंड गोड करू, त्याला उरले सुरले नव्हे तर त्याच्यासाठी मुद्दाम राखून ठेऊन एखादा पदार्थ त्याला देऊ. आपण दुसऱ्या व्यक्तीकडून सन्मानाची अपेक्षा तेव्हाच बाळगू शकू जर आपणही दुसऱ्या व्यक्तीला सन्मानित करत असू. तेव्हा यापुढे आपल्या कडून नकळत होणाऱ्या चूक सुधारू,सफाई कामगाराला सन्मानाने वागवू, तो तुमचे आवार, घर स्वच्छ ठेवण्यास साहाय्य करतो म्हणून तुम्ही आनंददायी वातावरणात राहता, त्याच्या चेहऱ्यावर आनंद आणि समाधान दिसावा यासाठी प्रयत्न करू त्याला माणूस म्हणून वागवू.
तो ईश्वराचा दूत आहे, त्याला आनंदी ठेवले तर देव प्रसन्न होईल आरोग्य चांगले राहील. केवळ पंधरा ऑगस्ट, सव्वीस जानेवारी किंवा इमारत संकुलात काही कार्यक्रम असल्यास स्वच्छता, सफाई मोहीम राबवायची ही प्रथा बंद करा. नियमित आवार स्वच्छ ठेवले तर तुम्हाला प्रसन्न वाटेल.आरोग्याचा प्रश्न गंभीर बनणार नाही.आणि तुमची मुले वारंवार आजारी पडणार नाहीत. स्वतःचे घर स्वच्छ ठेवावे वाटते तसेच स्वतःचे आवार स्वच्छ राहील याची खबरदारी घेतली तर नक्कीच तुम्ही आणि तुमचे कुटुंब आनंदी राहील.
